I have questioned myself often that why all sudden there was an arrow near to my iPhone battery icon. After a long research i found out the reason.
The meaning of the icon is pointing to your location information. Yes, Now a days most of the apps in app store asks for your location information. We mostly click on "Don't Allow" button but unknowingly/knowingly we might have clicked on "OK". That particular application is using the GPS function for your location information at background. This issue happens for iOS4 users only.
Go to Settings --> General --> Location Services then see if you have turned on any location services, tap it to switch it off. The arrow will disappear. If your are not worried about capturing your location information then no worries, just skip it and use this article as an information.
